The engagement is announced between Rupert John, younger son of Sir Peter Westmacott, of Washington DC, United States, and Mrs Angie Westmacott, of Tunbridge Wells, Kent, and Alexandra Rose, elder daughter of the late Mr David Welch and of Mrs Georgina Welch, of Hallaton, Leicestershire.
